Jennifer Cassingena Harper has been engaged with the Malta Council for Science and Technology since 1989 in various capacities. Until 2011, she was the Director of Policy, Strategy, FP7 and International with core responsibility for the National Research and Innovation Strategy and Foresight and links with the European Union. She currently retains a part-time consultancy role with the Council. Dr Harper is active at European and international level in the area of foresight and research and innovation policy with a particular focus on the EU’s research programme in the role of expert/advisor, reviewer and observer. She has been a member of a number of EU DG Research High Level Expert Groups as chair and rapporteur. Until recently (end of 2016), she was a member of the EU DG Research Expert Group on Strategic Foresight for R&I Policy in Horizon 2020′ (SFRI). She is a graduate of the London School of Economics and the University of Malta. Her current research interests include the strategic use of foresight to address disruption and engineer transition, the evaluation of foresight impacts, and skills foresight; and use of foresight to advance smart specialisation and R&I policies in small economies. She has published a number of books, articles and papers, co-editing The Handbook on Technology Foresight in 2009. In Malta, she is a Board member of the National Commission for Further and Higher Education.


Alberto Tejero is an expert in management and organization of technological innovation. He works at Technology Intelligence Unit (Centre for Technology Innovation, CAIT-UPM) in international innovation and technology intelligence projects. In addition, he is a lecturer of the European Institute of Innovation & Technology (EIT) and responsible of E&I online contents at Madrid Node (EIT Digital) since 2015, expert associate of the Royal Academy of Engineering in Spain and advisory board member of several Foundations and Councils in topics related to innovation, technology and education. He holds a Master’s Degree in Business Administration and a Master’s Degree in Computer Science. He is a PhD candidate at Universidad Politécnica de Madrid (UPM). He worked as lecturer and research fellow at UPM (2010-2015), coordinator professor at CEPADE and ESCP Europe Business School (2014 and 2015) and senior ICT specialist at UPM (2002-2014).
Juan Mulet has a Phd in Telecommunications Engineering from the Universidad Politécnica de Madrid and an MBA from the IE. He was the Research and Studies Director in Telefonica S.A., Deputy Director of Research and Development in Telefonica S.A., Managing Director of Electronic and Communications Programs at Amper S.A, and Managing Director of Cotec. He has been a university Deputy Professor, professor responsible for the Chair, Professor of the Universidad Politécnica de Madrid and a deputy professor of the Universidad Carlos III de Madrid. He has worked in the monitoring panels of the Third Action (Innovation) of the Fourth EU Research Framework Program between the years 1995 and 1996 and in the Fifth EU Research Framework Program between 1999 and 2000. He has been a member of the Industrial Research & Development Advisory Committee (IRDAZ) and the European Research Advisory Board (EURAB) of the European Union and a counsellor in the Fundación Española de Ciencia y Tecnología (FECY), The Scientific Advisory Council of Telefónica R+D and of the Social Council of Farmaindustria. He has been in the Management Board in Axon Capital SGCR, of which he was President, Intelsam Comet, AT&T Microelectrónica de España and Amper Programas.
Miguel Maté, holds a master´s degree in Law and Business Administration in the Universidad Pontificia Comillas and Executive MBA at the IESE. After a brief period of time in the consultancy firm Bain & Company Italy, he started his professional career in Telekom Austria in Vienna, where over 7 years, he acquired experience as a Controller of different departments and areas of expertise, firstly in the Systems Area until being Manager of the CRM department, being appointed afterwards as manager of the Marketing Business and Residential department. In his background stands out the experience in project analysis and monitoring, overall vision understanding of finance and business operations; thanks to his involvement in the Mobilko and Telekom Austria merger and to his position as Chief Financial Officer of several small companies. Since his return to Spain in 2012 he has worked with Innovation and Technology companies connected with universities and research centres, helping them in the early stages as well as in the later acquisition of public and private equity, in Spain and overseas.
